Chernihiv Regional Philharmonic Hall was founded in 1944 by a decree of the regional department at the Directorate for Arts.

In the beginning of its existence, the Philharmonic Hall was situated on the premises of the former Yeletsk Convent. Its own building, with an auditorium that seated 612 people, was obtained by the Philharmonic Hall as late as in 1964; it was the building of the former Nikolayevskoye Diocese Brotherhood. It was constructed in 1911–1912 at the intersection of Shosseynaya Street (later Mira Avenue) and Nikolayevskaya Street (later Karla Liebknechta Street). Later, the Philharmonic Hall also included the Chapel of Aleksandr Nevsky, erected in 1870.

In late 1919 – early 1920, the building where the Philarmonic Hall is now situated housed the Chernihiv Governorate Political Department and a military and political school for the Red Army officers, and later it housed a club for education staff. From 1932 and up until the Nazi invasion during World War II, the building was occupied by Chernihiv Regional Music and Drama Theatre. It was burnt down in August 1941 during a Nazi bombardment, and in the post-war years it was restored, with the third floor added above the former chapel.

In 1985, the third floor as well as the original appearance of the facade above the Murovanny entrance was reconstructed. The building is an example of a non-Slavic architectural style, which was widely spread in the late 19th and the early 20th centuries.

In 2000, the Philharmonic Hall was transformed into the Regional Philharmonic Centre for Festivals and Concerts. The Centre was created by reorganising and merging the following state organisations:
– the Bortnyansky Chamber Choir;
– the Brass Band;
– the Harmonica Ensemble of Traditional Music.
